If you have recently sent me an application for a restat, or we are in
discussion involving a restat, or you sent me a restat which I sent back to
you and told you to hold off on (you know who you are), then the following
does not apply to you.
However, if you do not fall in to any of the above categories...
I am not processing any more restat applications for civilians in the
forseeable future. I've had too many requests for new abilities and new stats
in the past several months, and my generosity toward doing something which is
supposed to be very rare, and which hardly ever happens to OCs in any other
faction, is starting to slowly run out.
Attack applications are still fine.

Special Tactics and Rescue Squadron is now accepting OC applications!
Information as follows:
S.T.A.R.S applications are sent to the Civilian box. For now they are given an
'Interpol' affiliation.
S.T.A.R.S characters may be human, cyborg, or in some cases reploids. Humans
(with special forces training), are the most common. Do not app a cyborg, with
a 42 CST, who looks exactly human in every respect except for special combat
power. If you app a cyborg for combat reasons, that cyborg looks like a robot
most typically. Apping a reploid (even humanform) is allowed but discouraged,
since S.T.A.R.S generally recruits humans first, and combat reploids go to
Repliforce or Maverick Hunters as normal. Best needed functions are things
like security and stealth, as well as heavy weapons combat. Apping ride_armor
is OK. Apping a power armor for a human OC, courtesy Interpol connections, is
also allowed.
S.T.A.R.S characters do not nessicarily follow the normal credos of "Interpol"
operations. Worry less about jurisdiction: you are special ops and you go
where you are needed. Worry less about making arrests and ordinary busts: just
get the job done. S.T.A.R.S' current source of funding is the US government,
but they are allowed to do operations elsewhere: Team USA World Police makes
its own jurisdiction.
It is once again OK to app an old-style Interpol "cop" again as well, but keep
in mind this rush of new blood and how it might effect your character. No
restats of current Interpol characters will be accepted due to this change
(save those mentioned in previous posts which were already being processed).

The Devil's Night Riots of 2218 were nowhere near as bad as anticipated, but
were significant enough to merit press attention. A great deal of discussion
took place during the course of the week of what these events meant in terms
of Reploid/human relations, and the growth of the extremes on both sides.
In all, tens of millions of zenny in damage was done to property in New York
City and Sydney, and hostilities are still running high in Rio. The Pope has
called for calm and forgiveness, but so far his words have had only a minimal
effect on the level of antagonism among the poor and disenfranchised.
Meanwhile, anti-Repliforce protests continued throughout the weekend in
Sydney, with the fringe of anti-Reploid protests gaining the most media
attention.
The international community has felt the strain. The tensions felt in every
country with a significant population of the European Diaspora are too strong
to ignore. Human opinion is turning against the Reploids of the world, as a
weary humanity desires nothing more than a planet serviceable enough to live
on. However, as the intensity of violence becomes more extreme with every
passing year, it seems less and less likely that there will be a world left to
rule when, or if, the wars ever end.
Maverick recruiting is on the rise in the major cities of the world as more
Reploids feel the sting of human prejudice against them. Simultaneously,
Aztlan sees more immigrants coming in to live and work in a place where they
can be free of the looming threat of Mavericks. A confrontation between these
two radical groups seems almost inevitable, but yet Sigma and Elpizo stay
their hands. They are willing to wait for a critical mass before they strike;
both to gather their strength and to wait for the rest of the world to grow
weak enough for a killing blow to be struck.
Giga City, all the while, simmers. Many of the refugees seeking shelter from
the riots have lingered onward, some seeking work in the mines. The recent
tensions have tightened both the internal security at each company and the
external security supplied by Repliforce. Mavericks have an unhealthy interest
in the mines, but they may not be the only ones. Gimialla Mining and Melda Ore
have been accused, rightly or not, of having Neo Arcadian sympathies, and a
very visible executive in Vanallia was once a member of a Wily-supported
African junta. The Reploids in Giga City grow more restless.
Observers of global politics see a second, more dangerous undercurrent in
current events. Interpol, the mechanism which assisted in the destruction of
the UN, is being dismantled. What this means for international law is unclear.
However, a more fundamental question has been asked by many pundits: is
cooperation between nations even a viable goal? Has the situation become so
desperate that the only manner in which world leaders see their ability to
protect their own people is through taking every competitive advantage they
can get?
Victory, by any means necessary?

I updated the web site by reformatting all of the Maverick Hunter character
profiles, and adding a few new ones. Only the Hunter profiles were formatted,
because every faction has a different template, and every template has to be
done seperately. I added a few OCs, as I grabbed them, and tossed them up on
there. If you want your OC to be added, let me know--Hunters only for right
now until I get other templates redone. The web object I created didn't turn
out to do a useful job in telling me who I needed to add (sorry about that) so
an @mail if you want added, is fine. I'll try to do something like a faction a
month until all the new factions and FCs are set up and added.
Some people have asked me if this is a lot of work, and if so, how can they
help. Yes, it is quite a bit of work, but I don't mind doing it myself when I
have the time. If you're volunteering to help, it might be nice to have a
template person who will just do what I did today and plug new profiles into
the profile templates for me. A basic cut and paste kind of job where you
could e-mail me a zip of the results. Of course, I'll still do these on my own
but you're welcome to volunteer to do it if you really want, when I get a new
template made.
Regarding art: if there is no art on your profile, that means I didn't have
any. If you have art you want to use, or different art, or additional art
(sprites, small mugshots, new pictures) or anything let that, let me know.
Unlike with the front page pictures, on this one I'm totally flexible and I'll
try to accomodate whatever art you want to use. (within reason. No 5000 pixel
.psd documents please).
No old profiles were deleted. However, I did remove the link from the character
page to the profile of any character who is shelved or currently otherwise
inactive. I didn't reformat those profiles to the new format, either, but
they're still filed off in the old spot. I'll probably create an 'old
characters' page at some point later, but right now I'm more interested in
adding current and active characters.

Propaganda is all well and good. Given that the MUSH focuses on world
governments, mass amounts of people, and a huge amount of global issues. But
of course, it can be a sticky thing to deal with since there's no code way to
figure out if, yes, you did indeed sway those hundreds of people over to your
side (and rightfully so). However we also don't want to stifle those who have
the job of changing minds.
The issue comes when the person making the propaganda is also the
person deciding how the propaganda is received. If Joe Repliforcer makes a
post saying that Repliforce has put up a bunch of television ads, it would be
wrong for Joe Repliforcer to also mention that everyone's now happy with
Repliforce despite their previous errors. Similarly, Jane Maverick shouldn't
post about Maverick propaganda and then mention that, yes, everyone's now
flocking to the Coalition's cause.
So, the idea here is: Posting Propaganda is ok (on the IC Rumours
board), HOWEVER:
* Do not do this too often. Once a week per faction is more than
enough.
* Do NOT post the reactions to your propaganda. At all. Even if it
seems pretty obvious. Leave that to those that are impartial. Leo reads
everything. He's a psycho like that. As they say, even the appearance of a
conflict of interest is to be avoided. This really is the big one.
* Don't make any counter-propaganda without keeping the above in mind.
This shouldn't be an issue since the first person won't have posted reactions
in the first place.

each other. There's a lull in the battle, both of them on separate conveyors
above the smelting pit.
Durandal: I have failed you, Foucalt. I have failed you.
Foucalt: I should have known the Hunters were trying to take over!
Durandal: Foucalt, Sigma is evil!
Foucalt: From my point of view the Hunters are evil!
Durandal: Well, then you are lost!
Foucalt: This is the end for you, Durandal.
Leaping to Durandal's position, Foucalt clashes blades with him, the pair
continuing to fight, getting up to the very edge of the conveyor. At the last
second, Durandal jumps, landing safely on a catwalk.
Durandal: It's over, Foucalt! I have the high ground!
Foucalt: You underestimate my power!
Durandal: Don't try it!
Foucalt screams and leaps, and Durandal, having no other recourse, attacks,
several of the limbs from the other reploid. Foucalt screams in agony,

SciTech: this is the place where civilian techies, hackers, inventors, and
other elite science and network security folks meet to work and gather.
Yes, it is OK to app OCs directly into this group.
It is also good (and encouraged) for Interpol and other civ hackers to look
into this group.
This is the M3 analogue to SciLab in the Battle Network Games. (We changed the
name slightly to sound more company-like, and because I think early on one of
us made a typo and this name stuck.) The real purpose of this addition is to
gather together the technical types and give them somewhere to hang out.
If you move a character into this subgroup from another 'civilian' group it's
a relatively minor move. SciTech is affiliated with the US Government, and,
loosely, with STARS.

I've been dinging some people about this one so we'll probably add it to the
overdone news files soonish.
Heavily Discouraged:
Being a huge fan of anime/inspired by anime/built by creators who loved anime
so the character can act as much like an anime character as possible. We've
had a lot of these ideas lately and it's one of those things that's overdone
for now. I'm pretty sure Leo designed Rick Wolfwood to pick fun of this trend.
:) Sorry, you'll have to use different media for your inspiration for now.
Outcries of "but this is an anime MUSH" will be met with Soulnadoing. (Or the
Stamp, or the Starblast, or what have you.) This is a Megaman Mush.
Edit: This has nothing do to with what your character LOOKS like or what style
you decide to draw your character in. Nor are specific behaviors, like
shouting attack names, under fire. This applies to INCOMING applications. IE:
please don't app any new characters with the trait 'anime obsessive' or 'anime
obsessive creators' as a basis for personality.

The world does not revolve around Giga City and its social unrest. Elsewhere in
the world, events steadily creep onward.
The SciTech Corporation and S.T.A.R.S. have materialized to meet the needs of
the world community. With the growth of disturbances in cyberspace, and the
more persistent problems with unaffiliated terrorist organizations like the
League of >:(, the leaders of the major governments of the world have become
more willing to use new solutions.
Interpol is steadily fading away. Many believe what remains of the organization
will be quietly re-assimilated into the United Nations to be returned to its
traditional role, but never again to wield the kind of power and influence it
briefly had. There will be purges to insure that only "team players" remain;
there is no "infamy" in "team". Vorlaikal's deals no longer have currency with
the new administration. Some of the more marginal players have already gone on
the run.
Throughout this, a woman smiles, satisfied with her enemies broken and driven
before her for now. In time, her story may yet be told.
The war between Repliforce and Aztlan continues. Aztlan holds it own against
the robotic army, but Repliforce has both time and persistence on their side.
How long can Elpizo's forces last against a constant robotic assault? What
does the unrest in the White Dragon Striders mean to the Neo Arcadian war
effort? More importantly, why has Washington been so silent throughout the
skirmishes?
All the while, the European Diaspora stews in its discontent. Their voices are
growing louder in Australia, where the majority of the poor and desperate
ended up during the UN's patchwork refugee initiative. The ultra-rich on
Eurasia quietly organize the rabble to continue agitating for their long term
objectives of retaking their homelands while settling old scores.
Through their manipulations and favorable accidents, the European refugees have
seen to it that one continent is cleansed of Reploids, just as the Mavericks
saw to it that their homeland was cleansed of humans. While resettlement
initiatives draw back many, Aztlan and its e-humanization process seems a
viable alternative to more disenfranchised Europeans every day.
In the shadows, there are nervous whispers of a new and potentially greater
threat yet to show itself. Sigma has learned something of Epsilon's fate, but
will not share what it is beyond the highest circles of Maverick intelligence.
The Emperor's dark demeanor and furrowed brow provides the only information
most observers need; something terrible has occurred out in the depths of
space. Yet space seems so very far away while turmoil continues to bubble
across the earth.

The city of Neo Arcadia is /not/ an easy place to casually strike militarily on
your lonesome. The city has measures of detecting robots (such as the
frequently referenced bioscanners), and if you're able to get past the border
guard, you still have a /ton/ of angry citizens who'd love nothing more than
to tear you piece to piece... and there's the headquarters of their military
nearby.
This isn't to say it's impossible to get inside the city if you're a robot.
However, if your aim is that of military action, you should treat any
incursions into the city as a base hit; this will need to be talked over with
the current facheads (Elpizo and Sage Harpuia).
It /is/ possible to trick the scanners into thinking you're a full-convert
cyborg instead; if so, you're required to register all onboard equipment
before heading on in. However, heavily converted cyborgs are also looked upon
with suspicion, so you'd still need to keep a low profile. Again, treat this
like a base infiltration and speak with the facheads.
If you want to do something very very small and insignificant like, say,
social, you might be able to pull it off with disguise. However, remember that
you're always on VERY VERY thin ice. Neo Arcadia does not play around; after
repeated small-scale attacks on their own home soil, they're on their guard.
Remember that you're always, always, ALWAYS in danger of eating lead, laser,
or a nasty left hook, and this shouldn't be done too often.

I send back a lot of Hunter apps for the following reason. In fact, most of the
apps I send back for revision require this.
'Why was your character invited to the Hunters?'
BAD REASONS:
I'm very good at what I do.
I have unique skills.
Because I beat up 2+ Mavericks/Robot Masters/Neo Arcadians at once.
I was built by a Maverick Hunter.
GOOD REASONS
Got fired from his job as a weapons designer because he was too moral to not
field test the things he built to ensure he'd be sending top quality weapons
to RF troopers.
Despite coming in second place in a world-tournament to an arrogant,
disrespectful, unsportsman-like jerk, still treated said jerk with politeness,
respect, and a sportsman-like attitude.
OVERDONE REASONS
Has a heroic spirit. (Seriously, what the heck does that even mean?)
Is a good person at heart. (This is a pretty 'bleh' reason and the Hunters have
been known accept people of questionable morals)
In summary, I want that one event in your character's life that made the
Hunters stand up and take notice of him/her. See the different between the
'Bad' and 'Good' reasons? The 'Good' examples I listed are a lot more
specific. Those two come from the apps of a pair of long-time Hunter PCs. One
is my own (Durandal), the other has been forthcoming with her reason OOCly in
the past, so I used her as an example. (Sorry if I should have asked first,
btw, it's late). This is the section of the app that I am the hardest on for
Hunters, as it is part of what defines your character and the Maverick Hunters
as a whole. A good general rule is that the more specific and the more unique
your reason is... the more likely I'll approve it.

Giga City is currently under martial law due to rioting and rebellion.
The Repliforce is seeing to its security needs. While this isn't great for
freedom, it's fantastic for defense. Currently anyone entering, leaving, or
loitering is subject to extensive and time-consuming scans, both viral and
otherwise. Random searches are common and annoying. There's an armed
Repliforce soldier on every corner seeing to the peace. As well, the
Repliforce's headquarters is hovering over head.
Thus, currently Giga City is to Repliforce as Aztlan City is to
Neo-Arcadia. Any attempted incursion would have to be talked over with the
current facheads (Colonel and General). Just about everyone at this point has
some Force Metal for their side to poke and prod at, so this shouldn't be a
problem.

It was a minor incident according to the authorities. A Reploid died from an
industrial accident. These things happen all the time, they said. They should
have kept working so that they didn't fall behind their quotas. We have a
business to run. We have production goals to meet before the end of the year.
Think of our stockholders.
But it wasn't a minor incident. The Reploid laborers felt as if they were
taking all the risks and the human owners were making all the gains. The
callous disregard for the fallen Reploid happened one too many times, and the
spark struck the powder keg. No one should be disposable, the workers said.
Reploids are not just intelligent mining equipment.
The government carefully avoided laying blame, speaking of the riots as one
would speak of a natural disaster. Appleman authorized martial law, giving
Replforce all available means to handle the situation. Sending in Reploids to
deal with a Reploid civil disturbance is prudent, Appleman's advisors claimed.
Maybe seeing more of their own kind restoring order will encourage them to be
peaceful.
Repliforce, needing a salient scapegoat, put the blame on the Irregulars. These
Reploids have been used, Repliforce claimed. They were pawns in a sick game,
used by the Irregulars to sow anarchy and chaos throughout the city. Clearly,
if we rout the Irregulars, peace will return to Giga City -- and this
strategic resource of ours will be secured.
The Irregulars went to ground to dodge the Repliforce crackdown, not ready for
a standing war against an overpowering opponent. Most of them lacked the
practiced expertise of the Mavericks in causing public unrest, but their
passion rose to the challenge left by their skill. Humans should not profit at
the expense of Reploid lives, their blogs and web pages shouted. Why should
Reploids take all the risk and not share in a proportionate share of the
profit? Why must they be treated as disposable assets by a government-backed
monopoly? The only way to make them listen is to threaten their precious
wealth.
The Mavericks, more patient and practiced in subversion, smiled in their lairs.
They started the reaction that the Irregulars had carefully constructed out of
the legitimate grievances of the miners, then stepped back to let Repliforce
chase their personal scapegoat around. There is no reason to protect Epsilon's
soldiers, the Mavericks say to themselves. Breaking the humans who try to take
the Force Metal from the Reploid people is more important than any given
Reploid life. In the melee between the Repliforce and the Irregulars, they
say, we will claim the city -- and when all of this is over, we will make a
better world with this gift from the stars.
Repliforce's crackdown has put a lid on the powder keg. The Irregulars have
slipped away from view, but have not abandoned the cause of Giga City so soon.
They wait patiently for their strength to rise enough to challenge the
Repliforce -- and the Mavericks lie in wait for the war for the city to begin
in earnest.

STARS Transfer Fri Nov 25 Gemma

The Interpol/STARS merger is likely to take place sometime this week. If you
are an active Interpol character, you have probably gotten an @mail from me
today regarding your character being inducted into STARS as part of the
merger. I anticipate there may be questions about them so here's my plan to
provide answers.
Q. I got a STARS @mail... What if I don't want to join STARS?
A. Two options. "Regular Interpol" is basically merging with STARS over the
next couple months. You can hold on to Regular Interpol as long as you want,
and work under their old jurisdiction requirements. You'll still be considered
an ally to STARS. You will still, for ease of operation, get the STARS flag.
Your other option is to resign from policework altogether and get a Civilian
flag.
Q. Will I still have access to Checkpoint Charlie?
A. Yes. Both CC, AND the new STARS base, are Ok for people to use if they are
Interpol/STARS transfers.
Q. Who is the Fachead for STARS?
A. Chief R will still have a leadership position in this group. As for a
Resident-Evil based person for this job, a lot of people were tossing around
Leon Kennedy, but we haven't made a full decision there. Maybe your OC can
rise to the top.
Q. Unfair to Interpol! Is this the END of the most-OC driven faction on M3?
You're phasing us out! Protest!
A. No, you aren't really being phased out. Interpol is being reformatted,
renamed, and streamlined: mostly for simplicity, and to make the lives of
Interpol players easier. (Now you have to worry less about where you can and
can't operate and make arrests, etc.) There's still plenty of room for OCs in
the new faction, and OC leadership positions.
Q. I got a SciTech @mail AND a STARS @mail?
A. If you're in this situation, you have your choice of where you want to go.
Up to you.
Q. I only got a STARS @mail, but SciTech appeals to me more.
A. If you're in that situation, let me know, in an @mail or whatever, and we
can work something out.
Q. I got no mail at all, what do I do?
A. Probably you were overlooked, because I got the names of recipients off the

The world began to forget the troubles of Giga City. A glut of other
information was presented to them; the beginning of the holiday shopping
season, the American Thanksgiving holiday, numerous celebrity puff pieces,
stories about the hardship of the European Diaspora...
But the Reploids of Giga City did not forget their woes. Work continued despite
the presence of holidays and shopping, and at a faster rate than before to
make up for the productivity lost from "last week's incident". With the iron
boot of Repliforce on their necks, the Reploids of Giga City returned to their
toils. Silent, surly resentment festered like a badly cleaned wound.
As Santa Colonel celebrated holiday cheer, subversive elements were hard at
work. The Mavericks had their recruiters, and the Irregulars had theirs. Both
sides said the same thing; the humans were taking advantage of the Reploids,
and had put Repliforce against them rather than dirty their hands addressing
the grievances of the miners. There would be no reforms and no justice so long
as Repliforce's ship hung in the skies over their floating city.
The Irregulars laid out a series of proposals for Reploid self-rule, with a
government funded by the Force Metal mines beneath the city. The corporations
would have to answer to their workers, and there would be equality between
employees and management. The Mavericks proposed something else entirely -
total liberation from humanity, with the Force Metal fueling an empowered
Reploid race to final ascendancy over the threats it faced from Aztlan and
other human governments. There was no need to participate in the human economy
if all humans could be swiftly crushed.
Many of the city's inhabitants had no strong interest in either the Maverick or
Irregular agenda, but they would not remain on the sidelines when the
inevitable came. The opportunity for profit was being presented to them, and
during the resulting melee, many things could be accomplished. Scores could be
settled, treasure could be won, and a new order could be created regardless of
who carried the city.
Both the Irregulars and Mavericks were content to bide their time. As humanity
began to be lulled into holiday complacency, the patient hands of the
Irregular Resistance and the Maverick Rebellion assembled their forces. They
would strike when they were prepared, and deal with the greater Repliforce
threat -- and then, each other. Next time, there would be no retreat. Winner
takes all.
On Sunday morning at 0800 Giga City time, an anonymous email is sent to
President Seers, Prime Minister Appleman, Secretary General Chord, Dr. Thomas
Light, General, and several unspecified others known only as "Change Agent".

Trouble Here in Giga City Mon Nov 28 Gemma

Some of the people on the Command boards already have this info, but since we
had the 'kickoff' fight start off tonight, I'm making a general-MUSH
annoucement.
By the end of the next two weeks, one of the PC factions on this game will have
control of Giga City.
The object of this part of the game is to hold the area, but it is NOT to
"raid" Force Metal. As such don't consider this a fight to gain a Force Metal
source QUITE as much as you might consider it a fight to gain control over a
very important strategic territory.
The administration is going to be watching the bboards carefully over the next
couple of weeks, so if you do anything in Giga City, be sure to post about it.
This especially includes any fights won or lost there, of course.
REPAIR TIMES for full KO have been shortened to ONE DAY, a reprieve which will
last until this upcoming Sunday (Dec 4) to make continued battle in the city
possible. It would, however, still be nice and courteous for you to RP out the
effects of injury and continued fatigue if you are repeatedly going in to
battle.
ALT INTERACTION rules still stand. More than one of your characters may be
involved in conflict in Giga City, as we realize it can be hard to choose
between which character you are most interested in having involved in this
conflict. Only have one of your characters involved in a conflict within the
city at the same time, but any of your characters may be involved, though at
seperate times, throughout this period.
If groups want to form alliances, such as RF/Hunters, that's allowable. RP it,
post it, etc. If new conflicts spring up, that's good too.
Right now, RF has been occupying the city for the longest amount of time, and
has the biggest head start on holding it down for good. However, the IOs have
also been in the city for a long time and have underground connections... and
plenty of other factions have smaller stakes as well. Your battles and your RP
will turn the tide.
If you don't want to get involved in this conflict, that's fine too. Plenty
goes on without worrying about Giga City. The important thing: HAVE FUN.

What does FFA stand for? It stands for Free For All.
In practice, this means that people are going to be there, and they are going
to fight. The purpose of this event is to let people GO CRAZY AND FIGHT LIKE
MAD, and as such, we don't like hearing reports that scenes are being
arbitrarily closed.
Now, there is a certain point at which sanity must prevail. If a scene in the
'main' area is too large for you, use one of the other Giga City locations as
your setting and target zone. People are going to respond in force to major
attacks that you make -- this does not mean that you cannot make smaller ones,
but you will need to be clever, rather than relying on an artifical balance of
the +odds to make a scene "fair".
Exercise your creativity and tactical sense, and make certain that you work
with people - talk oocly about a particular plan, or in pages, to work
elaborate and cool things out. Do you want to be able to fast-blink past that
defensive perimeter to rip out the defense grid's power conduits? Cool! Work
it out with the fellow who's posing for the defense grid.
Indeed, you can use this to your advantage. For instance, stage a large, noisy
attack in a situation where you don't really care, and have them start to pull
back while still making noise to keep the large group of responders busy...
and THEN stage your REAL mission while the heavy hitters are tied up or in the
process of being wrecked!
Nota bene: None of this means that you are allowed to simply do things
unopposed if you happen to be on at 4 AM Eastern time and nobody else is
awake. If you're the only Repliforcer who is able to respond to a half-dozen
Robot Masters, we recommend posing Repliforce NPCs - if you're one of the
half-dozen PCs against this one guy, fight the NPCs with all your heart. Staff
will be on hand to answer questions and perhaps even provide suggestions, but
we can't come referee all the scenes... we want to get involved with our alts
too!
