SD Gundam Force: Collectable Card Game
Rules - Cardlist
This section and the Rules are still incomplete. The cardlist is a complete list of the English version's first series, though I lack scans of 7 cards, and an incomplete list of the second series. I have very little information on the Japanese version.
Starter Set 1 comes with an S.D.G./Dark Axis-themed 30-card deck.
Starter Set 2 comes with a Lacroa/Ark-centric 30-card deck.
Each Starter Set comes with 3 Battleships (Magna-Musai, regular-colored Gunperry, and Gunbike), 34 Power Supply Chips, 2 Base Chips, the game-mat (Neotopia for Starter Set 1 and Lacroa for Starter Set 2) and rulebook.
The SDG, Lacroa, and Ark each have three chips for each point value (i.e., 3 chips with '1', 3 with '2', 3 with '3'); the Dark Axis only has 3 '1's and 3 '2's, and there is one chip with a point value of '1' that can be used for any faction.
The cards are getting hard to find now, but you can still grab a box of boosterpacks from the Explosive Victory set at ToyWiz; you can try eBay, too.

Gameplay: Basics
First, card types. There are three types, SD Cards, Weapon Cards and Mission Cards.
SD cards have two uses: they can be placed onto the Battlefield and engage in combat, or they can be placed in Force Sector and use their effect as if they were Mission Cards. They're also by far the most common type.
Weapon Cards are placed in the Force Sector, and used to initiate battles when your battleship is within range of an enemy ship. They also have an effect on the battle, often powering up your SD cards. Unless otherwise noted, they are discarded immediately after the battle ends.
Mission Cards are the obligatory 'immediate effect' cards seen in all TCGs. They are activated in the Force Sector, and each card states which Stage it can be played in.
There are also two mutiple card combos in the Gundam Force Saga booster set, the SD Card combo Captain Gundam/Bakunetsumaru/Zero and the Mission Card combo Gundam Force Triple Attack. A third combo, Final Deadly Screaming Chaos Catastrophe, is in the second set, Explosive Victory.

It's made up of two game-mats put together -- the near (lower on the page) half is 'your' side and the further/upper side is your opponent's half.
You can also have the command board on the left and battlefield on the right, whichever you prefer.
